Highland Materials Tennessee Facility

To be located in northeast Tennessee at the Phipps Bend Industrial Park, Highland Materials will construct a $950M facility like no other in the world for the production of purified polysilicon.

Originally intended by the Tennessee Valley Authority (TVA) as a nuclear power facility, more than $2.6B in infrastructure investment had been made by the TVA when the project was abandoned and reborned by Highland Materials.

In 2025, Pivotal Manufacturing acquired 140 acres of land at Phipps Bend and leased the property to Highland Materials. The construction of the production facility is projected to be completed in two years employing more than 400 high-paying jobs. This is half the time of the construction of a conventional polysilicon manufacturing facility.

Fully supported by local, state governments, and the TVA as evidenced by combined local/state/TVA incentives of more than $140M.

The Phipps Bend Advanced Manufacturing & Technology Campus will have Highland Materials as its landmark. Other heavy-infrastructure facilities who require high-power infrastructure and scale will also be located at the property.

The campus has direct on-site access to a regional transmission interconnect owned by the TVA, a federally owned electric utility corporation.

The highly efficient Highland plant will have a much smaller footprint than that of other silicon manufacturing methods and a much lower power consumption per kg produced.
