Deborah Joyner has more than three decades of professional experience in an academic environment at the intersection of education, community, and industry. Her focus on providing direction, management and leadership for program development in regional communities to address educational, industry and community needs sharpened her understanding of the evolving workforce. She honed her skills in building alliances and leading teams, projects, and programs in a matrixed environment across the public, private, and social sectors. Her wealth of experience and knowledge of industry environments and cultures and the ability to translate and match needs and capabilities supports her thought leadership in helping design and develop an agile workforce responsive to the changing needs of the industry and the community.

Dr. Joyner’s extensive community service includes membership on boards and economic development advisory councils of business and non-profit organizations and foundations.

Dr. Joyner earned a Ph.D. in Human Resources Development with a focus on Organizational Change from the University of Tennessee and holds BS and MS degrees from East Tennessee State University.
